EPA GHG Hub waste factors for pallets (Table 9)

EPA's 2025 GHG Emission Factors Hub, Table 9, gives dimensional lumber 0.17 MTCO2e per short ton landfilled and 0.05 combusted, with recycling and composting marked NA. These inventory factors leave out the avoided-emissions parts of WARM, such as carbon storage and displaced electricity, so they are positive where WARM's are negative.

Why recycling is NA

Table 9 has no recycling factor for dimensional lumber. The 'Mixed Recyclables' row in the same table carries a recycled factor of 0.09, but it describes a different material and doesn't apply to wood. The Pallet Fate Report leaves reuse and grinding out of the inventory figure and says so, rather than borrowing a factor.

How they differ from WARM

Table 9's notes say its factors do not include avoided emissions from any disposal method, which is an adjustment to WARM's life-cycle factors, so they will not match WARM. Landfill factors exclude carbon storage and energy recovery; combustion factors exclude displaced electricity. Both include transport to the facility (EPA Hub). EPA also publishes guidance on choosing between them.
