How repallet.org researches and reviews

State rules come from statute and regulation text; emission factors from the EPA exhibit or table they appear in; statistics from the original dataset, with conflicting figures shown side by side and explained.

State rules

For each state we read the statute or regulation itself (or an official or well-established mirror where the official site blocks automated access, which we note). Each fact on a state page carries its citation. A state page is published to search only when it has at least three such facts.

Emission factors

Pallets fall in EPA's dimensional lumber category. Avoided emissions use WARM v16 (Exhibit 12-3); scope 3 category 5 uses the 2025 GHG Emission Factors Hub (Table 9). We don't substitute another material's factor where EPA gives none. The calculator's formulas are on the Pallet Fate Report methodology page, and an automated test recomputes its worked examples at every build.

Statistics

When sources disagree, as EPA's and the pallet industry's recovery figures do, we show both and explain the difference in method. See why 27% and 95% are both quoted.

Keeping it current

Each January we check for a new WARM version or Hub year. A weekly job fetches every cited source and queues any that changed or broke for review. Changes are logged on changes.
